G&SR की महत्वपूर्ण परिभाषाएँ
भारतीय रेलवे के Operating Department LDCE, GDCE एवं अन्य Departmental Examinations की तैयारी में General & Subsidiary Rules (G&SR) का विशेष महत्व है। रेलवे संचालन (Train Operation), Signalling और Block Working से संबंधित नियमों को सही ढंग से समझने के लिए G&SR में प्रयुक्त तकनीकी शब्दों की परिभाषाओं को समझना आवश्यक है।
G&SR के अध्याय-I – प्रारम्भिक (Preliminary) के अंतर्गत नियम 1.02 – परिभाषाएँ (Definitions) में रेलवे संचालन में बार-बार प्रयोग होने वाले महत्वपूर्ण शब्दों को परिभाषित किया गया है।
यहाँ Definition No. 1 से 20 तक को पहले मूल G&SR परिभाषा और उसके बाद सरल हिन्दी व्याख्या के साथ समझाया गया है। जहाँ आवश्यक है, वहाँ उदाहरण तथा LDCE Exam Point भी दिए गए हैं।
1. अधिनियम (Act)
मूल G&SR परिभाषा
‘अधिनियम’ का अभिप्राय, भारतीय रेल अधिनियम, 1989 (1989 का 24) है।

G&SR में जहाँ भी “अधिनियम (Act)” शब्द का प्रयोग किया गया है, वहाँ उसका अर्थ भारतीय रेल अधिनियम, 1989 (Railways Act, 1989) समझा जाएगा।
अर्थात G&SR के संदर्भ में “Act” शब्द किसी सामान्य कानून के लिए नहीं, बल्कि विशेष रूप से Railways Act, 1989 के लिए प्रयुक्त होता है।
2. पर्याप्त दूरी (Adequate Distance)
मूल G&SR परिभाषा
‘पर्याप्त दूरी’ का अभिप्राय, संरक्षा सुनिश्चित करने के लिए पर्याप्त दूरी है।
सरल हिन्दी में व्याख्या
पर्याप्त दूरी (Adequate Distance) से तात्पर्य ऐसी दूरी से है जो किसी विशेष परिस्थिति में रेलवे संचालन की संरक्षा (Safety) सुनिश्चित करने के लिए पर्याप्त हो।
इस definition में किसी एक निश्चित दूरी, जैसे 120 मीटर, 180 मीटर या 400 मीटर को Adequate Distance नहीं कहा गया है।
अलग-अलग परिस्थितियों और संबंधित नियमों के अनुसार पर्याप्त दूरी अलग-अलग हो सकती है।
उदाहरण
किसी Signal, Points या अन्य operational arrangement के लिए संबंधित G&SR में यदि एक निश्चित minimum distance निर्धारित की गई है, तो उस विशेष परिस्थिति में वही दूरी safety सुनिश्चित करने के लिए आवश्यक हो सकती है।

3. प्रवेश प्रकाशन (Approach Lighting)
मूल G&SR परिभाषा
‘प्रवेश प्रकाशन’ का अभिप्राय, गाड़ी पहुँचने पर स्वतः नियंत्रित सिगनलों के प्रकाशन की व्यवस्था से है।

Approach Lighting ऐसी signalling arrangement है जिसमें ट्रेन के संबंधित क्षेत्र की ओर आने अर्थात approach करने पर Signal Lighting स्वतः नियंत्रित होती है।
सरल शब्दों में, ट्रेन के approach करने के कारण signal की lighting automatic arrangement के अनुसार नियंत्रित होती है।

4. अनुमोदित विशेष अनुदेश (Approved Special Instructions)
मूल G&SR परिभाषा
‘अनुमोदित विशेष अनुदेश’ का अभिप्राय, रेल संरक्षा आयुक्त द्वारा अनुमोदित या निर्धारित विशेष अनुदेश से है।
सरल हिन्दी में व्याख्या
वे Special Instructions, जिन्हें Commissioner of Railway Safety (CRS) द्वारा अनुमोदित (Approved) या निर्धारित (Prescribed) किया गया हो, Approved Special Instructions कहलाते हैं।
इसलिए Approved Special Instructions को सामान्य Special Instructions से अलग समझना आवश्यक है।
यहाँ सबसे महत्वपूर्ण बात है कि इन instructions के approval/prescription में Commissioner of Railway Safety (CRS) की भूमिका होती है।
5. प्राधिकृत अधिकारी (Authorised Officer)
मूल G&SR परिभाषा
‘प्राधिकृत अधिकारी’ का अभिप्राय, रेल प्रशासन के साधारण या विशेष आदेश द्वारा, नाम से अथवा पद के आधार पर अनुदेश देने या कोई अन्य कार्य करने के लिए नियुक्त किए गए किसी व्यक्ति से है।

Authorised Officer ऐसा व्यक्ति है जिसे Railway Administration द्वारा किसी कार्य या instructions जारी करने के लिए विधिवत अधिकार प्रदान किया गया हो।
यह अधिकार दो प्रकार से दिया जा सकता है—
इसके लिए Railway Administration का General Order या Special Order आधार होता है।

G&SR में इसके साथ संबंधित रेलवे के Subsidiary Rule भी दिया गया है, जिसमें Authorised Officer के nomination तथा practical instructions जारी करने से संबंधित व्यवस्था बताई गई है।

6. प्रस्थान प्राधिकार (Authority to Proceed)

‘प्रस्थान प्राधिकार’ का अभिप्राय, संचालन पद्धति के अधीन किसी गाड़ी के लोको पायलट को अपनी गाड़ी के साथ ब्लॉक सेक्शन में प्रवेश करने के लिए दिए गए प्राधिकार से है।

Authority to Proceed वह authority है जिसके आधार पर Loco Pilot, लागू System of Working के अनुसार अपनी train के साथ Block Section में प्रवेश कर सकता है।

7. धुरी काउंटर / एक्सल काउंटर (Axle Counter)
मूल G&SR परिभाषा
‘धुरी काउंटर (Axle Counter)’ का अभिप्राय रेलपथ पर दो स्थान पर लगाए गए ऐसे विद्युत यंत्र से है, जो उनके बीच आने तथा जाने वाली धुरियों की गणना द्वारा यह सिद्ध करता है कि उन दोनों स्थानों के बीच रेलपथ खाली है या भरा हुआ है।

Axle Counter एक electrical device है जो track के निर्धारित section में प्रवेश करने और उससे बाहर निकलने वाली train की Axles (धुरियों) की गणना करता है।

Clear (खाली) है या Occupied (भरा हुआ)।
उदाहरण
यदि किसी section में train की सभी axles प्रवेश करती हैं और दूसरी ओर उतनी ही axles बाहर निकल जाती हैं, तो Axle Counter system इस information के आधार पर track section की occupancy निर्धारित करता है।

8. ब्लॉक बैक (Block Back)

‘ब्लॉक बैक’ का अभिप्राय, दोहरी (Double) लाइन पर पिछले निकटवर्ती ब्लॉक स्टेशन को और इकहरी (Single) लाइन पर अगले और पिछले दोनों निकटवर्ती ब्लॉक स्टेशनों को किसी ब्लॉक स्टेशन से यह संदेश भेजने से है कि ब्लॉक सेक्शन अवरुद्ध है या अवरुद्ध होने वाला है।

10. ब्लॉक सेक्शन (Block Section)

‘ब्लॉक सेक्शन’ का अभिप्राय दो ब्लॉक स्टेशनों के बीच परिचालित लाइन के उस खंड से है जिस पर ब्लॉक सेक्शन की दूसरी ओर के ब्लॉक स्टेशन से लाइन क्लियर मिले बिना कोई परिचालित गाड़ी प्रवेश नहीं कर सकती है।

दो Block Stations के बीच Running Line का वह निर्धारित भाग, जिसमें दूसरे छोर के Block Station से आवश्यक Line Clear प्राप्त किए बिना कोई Running Train प्रवेश नहीं कर सकती, Block Section कहलाता है।

यदि A और B दो adjoining Block Stations हैं, तो उनके बीच Running Line का निर्धारित हिस्सा Block Section हो सकता है।
लागू System of Working के अनुसार Train को उस Block Section में प्रवेश कराने के लिए आवश्यक Line Clear/Authority की आवश्यकता होती है।

11. केन्द्रीकृत यातायात नियंत्रण
(Centralised Traffic Control – CTC)
मूल G&SR परिभाषा
‘केन्द्रीकृत यातायात नियंत्रण’ का अभिप्राय उस प्रणाली से है जिसमें उस मार्ग पर, जिस पर यह प्रणाली लागू है, गाड़ियों का संचालन किसी दूरवर्ती निर्दिष्ट स्थान से नियंत्रित स्थावर सिगनलों द्वारा शासित होता है।

Centralised Traffic Control (CTC) ऐसी system है जिसमें किसी निर्धारित route पर trains का operation Fixed Signals के माध्यम से नियंत्रित किया जाता है और इन signals को किसी designated remote location से control किया जाता है।

15. संयोजक (Connections)
मूल G&SR परिभाषा
‘संयोजक (Connection)’ का अभिप्राय, जब उसका प्रयोग परिचालित लाइन के संदर्भ में किया जाए, उन कांटों और कैंची (Crossing) या अन्य साधनों से है जो परिचालित लाइन को अन्य लाइनों से जोड़ने के लिए या उसे पार करने के लिए प्रयोग किए जाते हैं।

(ख) इकहरी (Single) लाइन पर, तत्समय निर्धारित दिशा से है जिस दिशा में, संचालन पद्धति के अधीन, गाड़ियां चलने की अनुमति है।

‘लोको पायलट’ का अभिप्राय इंजन चालक (लोको पायलट) या किसी ऐसे अन्य सक्षम रेल सेवक से है जो उस समय गाड़ी चलाने का भारसाधक (In-charge) है।

Important Latest Update for Rule 1.02
Candidates should note that Rule 1.02 is not frozen at the old list of 60 definitions. The Ministry of Railways notified the Indian Railways (Open Lines) General (Third Amendment) Rules, 2024 on 31 December 2024, inserting a new clause 1.02(28A) – Indian Railway Automatic Train Protection System (IR-ATP/Kavach). The official Gazette describes Kavach as a radio-communication-based control system provided as an additional aid to Loco Pilots of functional Kavach-fitted locomotives in Kavach territory; it does not override the regular train-operation provisions that Loco Pilots must follow.
Therefore, while our three-post structure covers the traditional Definitions 1–60, the new 28A Kavach definition must be inserted at its correct position in Part 2 when we prepare its updated English version. This is particularly important for a current Operating Department LDCE series. Northern Railway's 2025 amendment material also records this insertion under GR 1.02.
